You already know what needs to change; we work with you to make it happen. We work out the right order, then build it, with your team, so your regulator, your board and your tenants get the same answer, from evidence you can trace.
Your people are left in a better place: data and AI enabled, and trained to run your systems going forward.

Five things your board is asking for, all resting on the same data.
Easier to deal with you, nothing repeated, less contact demand.
Fewer systems, older ones switched off, a bill that goes down.
Decarbonisation, hazard timescales and financial resilience arriving together, with too few people to do the work.
Self-sufficient in your technology and data, if you want to be.
Evidence from the work itself, in the formats the regulator asks for.
Done out of order, the work gets redone.
Evidence you can produce when asked.
Under WHQS 2023 a home with missing assessments is recorded as non-compliant, even a home in good order. As at 31 March 2025, 48% of homes across Wales were recorded as compliant and 30% as non-compliant, with missing and inconsistent assessments among the reasons, and from 2025–26 results are published for each landlord.
Thirty-nine of the 44 elements go into the statistical return; the other five rest on your own records.
Since 1 April 2026 hazards including damp and mould have set timescales, with the first quarterly return due end of June 2026, response times published, and a written plan for the tenant within five working days where a hazard cannot be remedied in time.
From October 2026 the Compliance Monitoring Report is annual and covers the digital infrastructure in your stock and digital inclusion.
A home does not pass while any Category 2 damp hazard remains, and any Category 1 hazard fails the dwelling.
Tick what you could answer from your existing systems, not a person.
You could answer 0 of 10 from a system.
Every figure traceable to source, and reporting no longer assembled by hand.
First-time fix, void turnaround, arrears and contact demand on one screen, from the same data the regulator sees.
Easier to engage and communicate with you, with nothing repeated, because the information is joined up.
Produced by the work itself, in the formats the regulator asks for.
Fewer systems doing overlapping jobs, older ones switched off.
Your people learn the system as it is built.
Measured at assessment, then again with you, against your numbers.
Compliance returns straight from your data.
Overlapping systems brought together and older ones switched off.
Services people complete themselves, without repeating what you already hold.
Capability in your organisation, not dependence on ours.
Better data can make a published number look worse before it looks better, because you have found problems your peers have not looked for. We measure what the work changes.
A housing association of around 8,000 homes knew where it wanted to get to but had no route its Board could get behind. The result: a sequenced three-year data and technology change programme that stayed on plan and on the budget set at assessment.
To a secure, governed cloud foundation in their own Microsoft Azure environment.
To a single trusted source of data, in daily use.
Against the budget set at assessment.
Staff training to become data and AI enabled, and self-sufficient with their technology.
“Two earlier pieces of strategy work told us where we wanted to be. The detailed discovery completed by the Scout team was the first thing that told us the order, what it would cost and what we could stop spending on, and the Board funded the programme on that basis. Over three years the plan and the number have held, and the people running the platform are ours.”
Executive Director, a housing association
Tell us what your regulator, your board and your residents are asking for, and we will tell you what it would take to answer it from your own systems.
No cost, no commitment. Or take the five-minute property data test above.
A Welsh housing association of around 8,000 homes wanted a single view of the customer and the home, with core systems at end of life. Two earlier strategies described the destination; neither gave the Board a sequence or a cost.
The sector’s constraint is capability, not appetite. The people who design it build it, with a named technical lead accountable throughout.
Every stage lands something you can use. At our reference client the cloud foundation was handed over in eight weeks.
The data layer stays yours, whatever you decide later about your housing management system. We are a Microsoft specialist, independent of housing systems.
Everything is documented and handed over as we go, and we upskill your teams along the way. Our reference client could run it themselves. They stayed with us by choice.
AI does the high-volume work and senior people make the judgement calls. Nothing AI-generated reaches you without a named engineer signing it off.
