Who you’ll work with
Enterprise judgement, earned through tried and tested delivery.
An experienced core team who have run technology inside regulated organisations, blended with specialist, trusted associates and the most talented, tenacious graduates, chosen for your sector and your outcome.
Founder and CEOStuart Arthur
Stuart was Group CTO of TPXimpact, scaling delivery across large, data-heavy government programmes. He has been CTO and CIO in financial services, utilities and central government. CIO 100 listed; BCS top 5 CIO.
He built the 10x delivery system: twenty years of enterprise engineering, security and architecture judgement, applied to every engagement.
Strategic AdvisorNeal Gandhi
Neal has built technology companies through every major platform shift for nearly four decades: Xplora in the internet era, Attenda in the cloud era (£72m exit), and TPXimpact, listed on AIM and grown from zero to over £80m revenue.
He is CEO of Strata AI, a separate patent-protected product company.
Co-founder, Director of Growth and PartnershipsDavid Smith
David co-founded Scout and leads growth, partnerships and the bids that bring regulated-sector work in. A decade in semiconductor quality and failure analysis at Infineon and Sensata, running root-cause investigations for automotive customers, shapes how Scout scopes AI work: claims that hold up to scrutiny and outcomes that can be measured.
He founded uddr, a platform that grew to more than 1,200 partner businesses, and began his career as a DV-cleared intelligence analyst in HM Forces.
Commercial DirectorMark Jacks
Mark leads Scout’s client relationships, helping public sector, housing and utilities organisations move AI out of pilots and into governed, production use. More than 25 years building technology-services partnerships, most recently at Deazy, 101 Ways and Xebia, where his work centred on the gates between proof of concept and production.
Earlier he led UK business development for Oxagile and Box UK, and spent twelve years running agencies for local authorities and national brands.
Consultancy DirectorJames Petschenyk
James leads Scout’s consultancy across central and devolved government, housing and health. Fifteen years selling technology and consultancy into the public sector, including Senior Partner at TPXimpact, where he won multi-million-pound transformation contracts across HMRC, DWP and DfT, and senior roles at Made Tech and CGI.
He built a G-Cloud offering in 2013 and knows the frameworks Scout sells through first-hand.
Programme Delivery ManagerDave Gardner AMBCS
Dave keeps complex, multi-stakeholder programmes on track, translating between finance, operations and technology so change lands as intended. A decade as business analyst and delivery lead in the public sector and regulated industries, including functional design for a single ERP programme serving up to nine government departments.
Senior Business Analyst at Welsh Government, Product Owner at the Department for Education, and agile coach on Wales & West Utilities’ cloud transformation. Associate Member of the BCS.
Associate Delivery and Operations ManagerOllie Cross
Ollie runs Scout’s delivery rhythm: planning, client cadence, operations and the training and adoption work behind the Academy and Claude.
He joins from a decade in education leadership, where he led a Microsoft 365 transformation across an academy trust and, as Head of English at Sir William Borlase’s Grammar School, lifted top-end results by 14%. Getting busy professionals to change how they work, and making it stick, is the job in AI adoption.
Cloud Architect and Lead EngineerCraig Fall
Craig leads Scout’s cloud and platform engineering: secure Azure landing zones, infrastructure as code, CI/CD and the migrations that get legacy systems there. A hands-on architect in .NET, TypeScript and React, he has led engineering for Welsh Government, Lancaster University, Wales & West Utilities and Legal & General, and worked alongside Scout’s founders before joining.
He co-founded and was CTO of Easiflow, a cloud automation platform built on Azure microservices.
Senior Software EngineerJulia Wojciechowska
Julia takes client solutions from first scoping conversation to production: infrastructure as code, data and machine-learning pipelines, and applications built on large language models. She helps clients work out where AI adds value and where it does not.
She has delivered UK central and local government services, including a domain-security scanner for the Central Digital and Data Office, and built a conversational-intelligence platform on ChatGPT and Whisper at SmartyMeet.
Software EngineerRhys Maddox
Rhys builds with Claude as a daily collaborator, turning proofs of concept into production services on Azure. His current focus is taking a data-validation tool for a housing association from working prototype to a governed, repeatable cloud application.
A University of South Wales graduate, he is the newest engineer on the delivery team.
